T-21 Outsourcing Plan - Development

 
While participating in large private and government outsourcing projects over the years, we noticed disparities in support between large and small organizations.  From this, we designed the T-21 Plan - a very Successful, Cost-Saving Plan for Organizations of Any Size.

     Following is some background on how this Plan was developed:

HE  "UNFAIR PROBLEM" - WITHOUT OUTSOURCING.

The larger an organization is, the easier it is to have a lot of different support services at its disposal - while smaller ones struggle to provide just minimal support services.   In addition, we noted that:

  • Smaller Organizations Employ the Majority of People in the USA.

  • Wealthy Organizations get Wealthier.   A $500-million / year company can devote just 5% of gross revenue to Support Services and buy about 400 full-time, professional support staff in diverse fields;  that's over 830,000 Professional Staff-Hours per year!   This gives them quite a competitive edge.

  • Smaller Organizations Struggle.   If a $500-thousand / year organization spends 5% on Support Services - it can afford only less than 1/2 of just 1 person's time (and this 1/2-person would have to be skilled in many areas).   For even smaller organizations - the situation is much worse.

  • Small Organizations' Support Needs are the Same.  Regardless of an organization's size, today's world requires specialists in various fields (Computers, Web Sites, Marketing, Writing, Editing, Advertising, Research, etc.).  No individual can know or do it all; many different people are required.  But, small organizations just couldn't afford this fixed overhead.

  • It's UNFAIR To Smaller Organizations.  This problem is created by  'Economy of Scale'  (meaning the Big can afford to get Bigger).   So what are smaller organizations to do?

They could try to pick from various Private Contractors or use Temp-Workers.  But these are often  expensivefrustratingtime-consuming, and sometimes  futile.   Just locating, selecting, and managing them are costly 'time-eaters'.

As we said: 
"It  Isn't  Fair."

Without Outsourcing - There Is Frustration

THE  "T-21  MATRIX" - for Outsourcing Support.

We knew that the 'Virtual Service Supermarket' concept was good, but it was easier imagined than accomplished.  Then, in one Brainstorming session, we drew a grid on a chalkboard that led to the idea of the T-21 Work Matrix, that:

1.

Lists available PEOPLE (and their skills)  ACROSS THE TOP, 

2.

Lists JOBS / PROJECTS to be performed (and required skills)  DOWN THE SIDE.

3.

Shows where "PEOPLES' SKILLS" Intersect with each "JOB REQUIRED SKILLS" - and lists the ESTIMATED TIME required.

4.

Shows, at the bottom of each person's (column), TOTAL TIME For Each Person and, at the end of each job (row), TOTAL TIME For Each Job.

NOTE:  EACH PERSON'S TIME IS TOTALED AT THE BOTTOM OF THEIR VERTICAL COLUMN.    THE TOTAL HOURS FOR EACH JOB IS TOTALED, HORIZONTALLY, FOR EACH ROW.
 

"T-21 Work Matrix Program" (TWMP).   In actual practice, the process depicted, above, gets quite complicated, when factors like "Timeframes", "Multiple Duties", "Overlapping Projects" and "Overlapping and Order-Linked Activities" are considered.   We developed the computer-based TWMP to help.

Over time, we refined the TWMP program and expanded our corps of Associates in many diverse fields, with people of proven competence and reliability.   Since we parcel out their time, our customers only pay for what they need;  there's no waste.   Everybody benefits.
